Director

Position Title:                     NW Kansas Juvenile Services Director

Salary Range                     $80,000.00  -  $85,000.00

Primary Function:            The Executive Director provides general supervision of Juvenile Services

 

1.       The Director works under the authority of the NWK Juvenile Services. The Director is responsible for the overall operation of the NWK Juvenile program.  NWKJS is comprised of seventeen (17) counties in Northwest Kansas, making up the 15th, 17th, and 23rd Judicial Districts.  Those counties are Cheyenne, Decatur, Ellis, Graham, Gove, Logan, Norton, Osborne, Phillips, Rawlins, Rooks, Sheridan, Sherman, Smith, Thomas, Trego, and Wallace Counties.  NWKJS has full-time satellite offices in Colby, Atwood, and the main office in Hays.

 

2.       Professionals reporting directly to the Director of NW Kansas Juvenile Services:

A.      Juvenile Intake and Assessment Officers

B.      Diversion/IIP Officers

C.      Juvenile Intensive Supervision Officers (JISP)

D.      Administrative personnel

 

Major Responsibilities Include:

l                               Exemplary Duties:

                                A. Develop and implement goals. Objectives, policies, and procedures.

                                B. Direct and ensure proper coordination of all administrative affairs.

                                C. Prepare and submit all reports, including finances, staffing, programs and other
                                  administrative activities to NW Kansas Juvenile Services Governing Board.

                                D. Prepare agendas and attend and participate in NW Kansas Juvenile Services
                                  Governing Board Meetings.

                                E. Provide a supervising authority and program monitor for Case Management,
                                  Intake and Assessment, Juvenile Intensive Supervised Probation and Diversion.  

F. Provide monitoring of standards and standard review for Case Management, Intake
    and Assessment, Juvenile Intensive Supervised probation and Diversion/IIP services to
    juveniles.

                                G. Conduct site visits, review statistics, monitor and report program standards to Kansas
                                  Department of Corrections, Juvenile Services Division (KDOC-JSD) and report to the
                                  Juvenile Services Board.

                                E. Update and maintain records of all inventory items of NW Kansas Juvenile Services.

                                F. Assist Governing Board of NK Kansas Juvenile Services in carrying out its duties by
                                  scheduling timely meetings and providing adequate information concerning the
                                  operation of NW Kansas Juvenile Services.

G. Secure contracts for new and needed services such as mental health and addiction treatment.

H. Participate in community planning related to the interest of NW Kansas Juvenile       Services.

I. Secure the services and products of outside sources such as insurance, security,
    systems, and any legal or other advisory/support services.

J. Prepare and deliver formal presentations about various public and private concerns;
    attend meetings, conferences, seminars requiring periodic to frequent travel.

K. Submit to a performance evaluation by the NW Kansas Juvenile Governing Board.

M. Monitor the standards set forth by the Kansas Department of Corrections, Juvenile Services Division (KDOC-JSD). These include standards for Intake and Assessment, Case Management, as well as standards for Probation and IIP/Diversion.

N. Report the district guidelines, standards and statistics to the office of the Kansas
     Department of Corrections, Juvenile Services Division (KDOC-JSD)

O. Provide a wrap- around case management system for all juveniles and their families within the system. This will include a collaboration of efforts among and between the different service agencies, including Intake and Assessment, JISP, Diversion/IIP, and Case     Management.

P. Bring all entities such as courts, judges, and juvenile services together, in a working     partnership to achieve shared goals and objectives.

Q. Any other duties as directed by the Governing Board of NW Kansas Juvenile Services.

 

II.                            Financial Responsibilities:

A.      Prepare and submit, with approval of the Board, the fiscal year budgets for Case
Management, Intake and Assessment, JISP, and Diversion/IIP and any other grants awarded to NWK Juvenile Services.

 

B.      Monitor and evaluate accounting systems, account audits, and internal financial control methods.

 

C.      Establish the method and means of determining fiscal accountability.

 

D.      Review and approve all accounts payable, payroll, and other financial warrants,
requisitions, purchase orders, receipts, and records.

 

E.       Administer applications for appropriate grants subject to Board approval.

 

F.       Monitor grant compliance.

                                      

lll.                            Personnel Administrative Duties:

 

A.      Develop and revise personnel rules, procedures, policies, personnel forms and records.

                                B. Establish directives, job specifications, and performance evaluation methods for
                                 all positions and personnel of NW Kansas Juvenile Services.      

                                C. Responsible for hiring, performance evaluation, and disciplinary action.

                                D. Review employee performance evaluations annually and approves wage and/or
                                  salary adjustments, transfers, leaves of absences, and similar personnel changes.

lV.                           Other Administrative Responsibilities:

 

A.      Ensure compliance with applicable federal and state employment laws and regulations.

B. Resolve complaints, problems, and grievances of personnel, community, and any
    other issues concerning NW Kansas Juvenile Services.               

C. Maintain employee personnel files and other confidential records.

D. Continual update of current KDOC-JSD standards and procedures.

 

V.                            Minimum Required Education/ Experience:

 

A.      Bachelor’s degree in Human Services or a related field.

 

B.      Two (2) years of experience working with youth and families, and three (3) years in staff supervision and administration.

 

Job Classification:  This position is a Classified Full-Time Salary Position.  This position is eligible for all benefits except overtime.
